I have this problem with Xperia 10 plus and have had it since a long time.
Updated to 5.0.0.71 but this did not help.

VoLTE is very different between devices. So I guess this deserve a separate bug report.
Had the same issue with my C2, reboot did nothing.
Just killed /usr/libexec/mission-control-5, then I could send the SMS.
There was nothing in tx_queue anywhere, ofono was not failing.
I did deactivate Volte just before (il was activated but I don’t know if my provider was supporting it, the white dot was blinking).
I had no issue before updating to latest firmware.
Hey, Good to know I’m not the only one with this issue. I tried killing mission‑control‑5 on my Sailfish OS device and it actually let me send the SMS again.
Might be a kludge but seems to work — perhaps the update left the service in a weird state. Worth a try for anyone stuck with “couldn’t send message.”
Not sure it’s an issue with service state : each reboot, I must kill the service again to send SMS…
