As Jolla officially doesn’t support OnePlus devices, this will only happen if some porter from the community decides to port SailfishOS to the OnePlus 13.
This can happen in days, week, months, years or also never if noone is interested and willing to do the work and port SailfishOS.

Nobody has released a Sailfish OS port for the OnePlus 13

It is better to transplant one plus 13 directly, because 13 has a full-featured USB 3.0 interface, supports dp video output protocol, and can be externally connected with large-screen devices such as monitors, televisions or projectors. It will be more comfortable to output mobile phone pictures to these large-screen devices for use and viewing. USB 3.0 video output is important. Also, the configuration of Snapdragon 8 Extreme Edition chip is high, and it can be used for several more years on such equipment as sailfish os transplantation
why do you want to connect your phone with an external monitor or televison ?
Hey @yuanxinfang are you willing to just buy and ship a One Plus 13 as a present to a developper?
Then someone may eventually consider a port 
.
Cause its also not like porting people have the budget to play with such expensive toys on their own, be realistic you are talking about a device costing 1000$.
First make the offer to send this phone as present to a developper, then hope for someone to raise the hand
