Unable to open PDF file from Transfers

DESCRIPTION:

I downloaded a file from this page and got a file named Guide-d%u2019action-–-Ménages-1pageToPrint.pdf. Once the file is downloaded, I get the error Unable to open the file. The file is not fond.

PRECONDITIONS:

STEPS TO REPRODUCE:

  1. Download this file
  2. Save it in the directory Documents
    3a. Once it’s downloaded click on the banner to open it
    3b. Or open Transfers and click on the downoladed file

EXPECTED RESULTS:

Documents open the file

ACTUAL RESULTS:

It’s impossible to open the file and an error shows that the file is not found

On the XA2 opening from the notification gives the error message.

Opening from I-saurus’s File Manager works. Renaming the file to ASCII-only works, too.

It seems the e with the “kärpäsenkakka” (l’accent aigu) is the problem: it’s the accent + e instead of é, two characters instead of one.

I can reproduce the issue.
Neither the notification, nor the entry in the download list works.
But it shows up in the documents app, and opens fine there - but nowhere has the %u2019 resolved it seems.

I can reproduce from within settings → transfers and also from the notifocation.
But I can open the file from Documents and File Browser on a GS5 (aarch64)
edit: language on my device is EN gb

Also confirmed as described.
