Thats what I know as well. There was never a “Official” implementation from Jolla or Telegram of a Telegram Service on SailfishOS.
Everything, always (AFAIK), have been 3rd party so far.

a little bit off-topic, but take a look at this player:

Maybe you’ve confused Telegra’me to be an official release?
Icon and name look pretty similar:
I’d recommend fernachreiber nowadays. Or depecher, if you need a daemon running in background.
