Behind your link they state that for example blobs can’t be used for commercial purposes. And I am not a expert even with everything they have published, is it enough to build fully supported OS on top of that? Of course they might be able to reach agreement and in that case I don’t think it is important who makes the first call. I just hope either one would make it 
And to my understanding there has been talks in the past but nobody know why it didn’t go anywhere. Maybe they could try again now that there is no more any connection to Russia.
