Why doesn’t the Phone app show call history for numbers that aren’t saved in Contacts? It’s obvious that the history is being kept, because if I save the number to contacts, everything shows up.

You mean that, when you tap on a number in the History of the Phone App, the App does not show any “Activity” below the call/message action, as it does for saved contacts?
Yup, it just shows the number. Here’s an example:
