Transfers page doesn't show hint when list is empty

DESCRIPTION:
The Settings - Transfers page no longer shows the “No Transfers Made. You will be able to follow your transfers here” hint when the transfers list is empty.

Device is fresh from a device reset, new device so don’t know if previous OS versions did this.

STEPS TO REPRODUCE:

1. Open Device Settings
2. Tap Transfers

EXPECTED RESULT:
Page with empty list should show hint

ACTUAL RESULT:
Given blank page (see screenshot)

Update on this, it seems downloading something then manually clearing the transfers list brings the hint back.
