IP67 means you can submerge the phone in 1 m depth for 30 min and no water gets in.
Unless you deliberately torture your device, IP 54 should be perfectly enough for a phone. That said, I am not sure, the JP will be tight enough for that. For me personally, that shouldn’t be too much of an issue though but I could understand if some would mind about that.
For me the reasons would be stuff like weather, especially unexpected weather changes. Also, just this past week reminded me that amusement parks are another nice time for a phone to have some water resistance.
I’m never planning on dropping the phone in the sink or falling in a lake or taking it for a dip in the ocean, but the unexpected cannot, by definition, be predicted.
You asked about IP ratings and I answered you with a typical scenario. I don’t remember saying a specific number and if I need my phone to withstanding jet sprays from X direction.
All people care about is if contact with water and dust from everyday life and usual accidents will hurt the phone.

Maybe you don’t remember, but I do remember vividly the fear to get my phone out the moment it started drizzling.
I also remember the first time I forgot I had my phone in my pocket going to the beach and it was submerged just for a few centimeters and barely a few seconds in 1999-2000. RIP.
It’s been more than a decade that I had to care about rain and spalshes on my electronics and I would like to stick with that like every other smartphone user at this day and age.

Currently my x2 and op6 both have some form of ip rating but that doesn’t even change it
I’ve never had any problems making calls with any phone I’ve owned, even in full rain, so I can’t relate to your fear (and I didn’t even know people were afraid to operate their phone in the rain).
I’m sure the phone will be just fine in 99+% of the use cases and most of the edge cases even without being waterproof.
Perhaps a TOH with a gasket could seal the J2 ?
