I did it like this:
go to settings in chum GUI, enable testing repo, wait for app to refresh cache, update hsrbour-privoxy within GUI, disable testing repo, done.
Not sure if this was okay, but newer version is installed. And I had no need to manually uninstall some other… (like @kan_ibal mentioned).
And I cannot report any problems (but also no enhancements
).

Cleaning up my system:
removal of mbedlts-libs straightforward
bit forvwolfssl-libs I got a strange output of need to to upgrade privoxy and privoxy-httpd which made me hesitate to just press ‘y’
where both packages were on currrent version
After checking I pressed ‘y’ and Enter and everything is fine! 
So what happened there is by removing wolfssl, you should have been downgraded to the 3.0.34 version of privoxy from Chum (not testing).
The httpd package was not downgraded because it is compatible with 3.0 also.
So if you wanted to revert back to stable you should be fine. If you want to use 4.1 you’ll have to update from chun testing again.
