It has always been like that. Even iOS restart the system to apply the changes.

Not a bug. Even the background services might be using the current locale for something so just restarting the homescreen can have undesired consequences. Sure there could be some chance of restarting nearly every service while avoiding the kernel restart, but hardly worth the effort. For user it’s not that big of a difference.

My fault, i did test once loc of my app and had the feeling it was quick.
not a complete restart.
