Single Sim is not working if only one slots is activated

I made this bug reports some times ago:

REPRODUCIBILITY: Yes OS VERSION: 4.5.0.16 HARDWARE: Xperia 10 III double Sim UI LANGUAGE: French REGRESSION: Fresh install DESCRIPTION: I have got only one sim card in slot SIM1. So I want to deactivate SIM2. When I do so in settings, it deactivates data from SIM1. If I turn flight mode on then off, data can be reactivated on SIM1 PRECONDITIONS: Having both SIM card solts activated (after boot f.i.) Having a sim card in slot 1, none in slot 2.
