Is there any way I can reset the Phone from the CLI?

What CLI do you still have access to?

I am in the United States so I do not know if I can just download a new copy of it.

Of course you can. Don’t make yourself more helpless than necessary.

On a development note, there should be a warning that states what will happen when you shut off development mode.

It’s not like that’s what happens on official ports, so probably not going to be added.
