Oom killer should not prioritize open applications

As a user of a XA2 the oom killer is a well known friend. I understand, that part of the reasons is, that the device has low memory.

However it looks like the oom killer is not killing applications in the background but the one I am currently trying to use.

I would not consider 3GB RAM as low memory.
I think the sandboxing is the thing what needs to be blamed:

I experience the same issue from time to time on my Sony X Compact. But the Apps will be restarted to the Point where they closed. For example the Webbrowser is on the last opened Page and all Tabs are stll there.
