I believe I remember a statement like “pen works like mouse” in the context of the notes port from tmo.
I am not sure if this is really what you desire here, but for me flawless pen support seems to be more an issue of supporting apps than supporting os.

If the stylus works in the OS correctly then the apps are not an issue at all…
