I don’t know what exactly you mean by “make ICCID” and what’s a “blank SIM” but I do know that ICCID (as in Integrated Circuit Card IDentification) is supposed to be stored in EF(ICCID) at MF-level of 3GPP application, see ETSI TS 102 221 for details.
