Same behavior on my end.
Wifi not available or mobile data.
Device wants a reboot, reboot and start from scratch.
And now it is stuck on enter code for 10 min while booting.
Dont think this device is going to function. 
Tried rebooting after 30 min of loading.
The phone knows when the code is incorrect.
“00000” gets a prompt its incorrect
But when entering the correct code it keeps loading and loading.
I am also not able to turn off the device.
When I hold the power button it does say good bye, but after the shutdown the phone turns on and boots to lock code again.
