I just updated to 4.5.0.19 on my 10 iii and internet connection sharing over t-mobile Germany (and surely congstar as well) now works!
So does the app Stadtrad Hamburg, which previously didn’t, but was updated in the meantime.
So for me the status now is that with the newest release introducing CLAT my mobile data connection problems seem to be solved!
