Is there a way to change the phone name, so that the name I set is used for bluetooth name, wifi hotspot name, etc. and not have to change the name manually in several places?
These settings are intentionally independent one from each other.
Phone name is stored in
/etc/hostname
and
/etc/machine-info
.

Is it really intentional to make life hard for users or is it just something nobody thought about (even though it is standard behavior on both android and ios)?
Go to Settings -> Bluetooth
to set the name shown on Bluetooth and Settings -> Internet-connection sharing
to set up the name of the hotspot.
Edit: Didn’t read the initial question properly and didn’t see he was asking if there was a single place to change the host name instead of how to change those names in different places.

That is the problem; you can change different names in many places instead of having a single phone name used automatically in all those places.
