Is there a way to force android apps to use dark mode if there’s no in-app option?
At the bottom of the Android App Support entry in the main-setting menu, you have a “Show licences” button. It opens an Android screen from which you can use the Go-Back button and navigate through the Android settings, where the display / appearance options are (including dark mode).
If you haven’t already, you can try to go into the Android system settings and set the theme to dark mode. Most applications should follow that by default

Go to Jolla settings → AAS
Tap “Android version” a bunch of times, it will bring you to Android settings.
In Android settings:
About phone → tap build number a bunch.
Developer settings will be activated.
Go back.
System → developer options
Scroll all the way down to the section “Hardware accelerated rendering”.
Enable “Override force-dark”
