Unfortunately not.
It is prohibited in agreement between Google and phone manufacturer.
If you start to launch phones with any other OS than Android, then you risk on losing Android. That is too big risk for HMD, android is more or less vital to them.

Let’s throw in another opinion…

Nokia is still existing and still owns many patents regarding mobile networks. Google and Apple have to pay them with every phone they sell.

And Nokia is still a Finnish company.
So why not a team up between the both?
Nokia can enter Mobile Phone market again and Jolla can use their patents and have more resources
