Configure "call me later" messages

When a call arrives, one of the options that are accessible with the swipe-up menu is “message”. This offers the option to hang up and send a text message to the caller. There are three pre-defined messages such as “call me later”, and an option to write one.

Is there a way to customize this list of pre-defined messages?

Just for fun, one of the usages I was envisioning for this feature is a way to filter out robocallers and spam. When a message by an unknown cellphone number arrives, I can send this:

Please reply “asdfgh” to this message to prove you are human, and I’ll call you back.
