Andoid App Support won't start: hit start > circles > self-restarts > circles > repeat

REPRODUCIBILITY: Persists after manual start / Persists after phone restart
OS VERSION: 0.71 (and after update to 0.72
HARDWARE: 10.3
UI LANGUAGE: English
REGRESSION: Yes, it didn’t happen before today

DESCRIPTION:

I want app support for Whatsapp. I can’t get it, because app support is either in a state of not-started, or, in trying to start - but never achieving the state of “Running”.
In 0.71 it was of course not started, but hitting start just put’s it into the circles > self-restarts > circles > repeat Cycle.
In 0.72 it starts itself, but never gets to “Running”, instead getting stuck in the circles > self-restarts > circles > repeat Cycle.

PRECONDITIONS:

I plugged the phone into a Dell laptop USB charger, phone immediately buzzed continuoslsy, and then restarted. After restart, the phone runs fine, but no Android App support, and no WhatsApp.
