It is an additional page/space to the left/right swipe carousel (home page -> notifications -> home page) where licensing partners (like Intex in the past) can place an open app or information of their choosing (advertisement) to be shown for the users.

Activate/deactivate partner space (with Calculator app running in it, as an example).

Yes, partnerspace is a great option, not enough advertised.
