4.5.0.16 was a stop release. Why is it skipped?

Maybe this is a stupid question, please be patient.
I have two SfOS X phones, one on 4.5.0.18 and the other one still on 4.4.0.72.
Now the latter phone is proposing an upgrade to 4.5.0.18. As 4.5.0.16 was a stop release, shouldn’t it propose an upgrade to 4.5.0.16 first? Or are the different upgrade steps transparent to the user?

The release notes state that .18 replaces .16 as a stop release.
