DESCRIPTION:
The Signal notification “Background connection activated” appears and cannot be deleted after the update from 4.4 to 4.5.0.16. Befire, a simple tap on the notification made it disappear.
PRECONDITIONS:
Official Signal Android app installed

No step necessary, it appears autmatically when the Signal Android app is installed
I don’t think closing this is the correct response. After all it is a regression producing undesiredly permanent notifications that cannot be dismissed and kind of flood the notification area. Note that this is not limited to Signal, but e.g. also Threema Messenger is affected.
Having said that, I wanted to elaborate on the linked workaround (thanks), since it was not directly obvious to me and thus might help others:
Go to Sailfish’s settings and then Apps tab
Click Signal and then the Android Settings button
In the Android dialog click Notifications
Disable Background connection
For Threema proceed the same way, but here Threema Push notification needs to be disabled
