This is “expected” behavior when you have both Battery Buddy and the Battery Ageing Protection setting on. They try to both do what they do. Jolla tries to keep the battery around 90%, whereas BB would wait until it sinks down to 20% to enable charging.
I suggest you either set Battery Buddy to stop at 89% (just below Jolla setting) or just disable the control in either one of them.
