Is this a new bug? After giving the search a try I found:

REPRODUCIBILITY: 100% OS VERSION: 4.5.0.16 HARDWARE: XperiaX UI LANGUAGE: Finnish REGRESSION: DESCRIPTION: Hotspot stopped working after update. It can be switched on and phone seems to work, but no other device can see the network. PRECONDITIONS: Smoothly installed version. Tried to refresh repository and made several boots.
