Long story short, XT9 was licensed from Nuance (now acquired by Microsoft), and Jolla lost that license after the restructuring. Because of this, XT9 is no longer available for new installations, although it remains on devices that already had it.
If you want input prediction on new installations, you would have to either use Presage or copy XT9 RPM packages from an older device.
