No; the file broswer in settings is not jailed - it clearly shows straight-in-home files and jolla-settings has sandboxing disabled.
Access according to normal file permissions is a reasonable use case. Sensitive stuff is root or privileged anyway.
And jailing is still not about protecting dumb users from themselves.
