Can not turn on visibility on in bluetooth settings

so reboot did fix it, but i guess not always ?

Up to you to tell us I sounds looks like this issue, and if it is, then a reboot always fixes it for me:

But rather than rebooting each time I want to use the Bluetooth, I have a script with the following command (that I need to run twice sometimes):

I do not exactly know at which version it changed. But on 3.2 a devel-su systemctl restart bluetooth bluebinder works. On 4.0 I guess then a devel-su restart bluetooth bluetooth-rfkill-event should do the trick as well?
