I have found no way to set locale and dark theme.
Is it possible (yet)? And, if so, where do I set/configure this?

You can access the Android settings through Settings → Android AppSupport, and tapping the Android version number a couple of times. There you can force a dark theme in Android apps through Screen → Dark theme. You can force change the locale per app through System → Languages → App languages. Is that what you were looking for?
