There is no standardized metric system separate from SI/MKS unless you count strange stuff like CGS or MTS - neither of which does km/h as base velocity. It is a topical re-scale for travel - fairly useless for wind in daily life.

You are confusing the metric system of units with particular ā€˜conventions’ of applications of the metric system to particular problems. Like sailing. I’ll double check, but I’m prettry sure I get the very metric ā€˜kilometer’ measure from the service. Maybe not. In ANY case, a meter or 100 thereof is still in metric units. For god’s sake.
EDIT: as a footnote, I would add that I grew up in Canada. We prevail though we are caught between THREE systems. The metric, our own (cough), The Imperial (British, we are governed by the King of said Kingdom) and the AMERICAN version of Imperial … In the end, I’m happy to settle on mm per ms. Which is speedy, indeed.
EDIT:EDIT: yes, for all measures that are NAUTICAL, the Beaufort scale BEGINS at < 1km/h. And only then does it become interesting.
