Hello. Looks like there is not a working Emma-tool available for download. Any suggestions, are there other utilities that can perform the downgrade?

Yes, with no success.
What isn’t working? If you need an older version you might want to check archive.org.
But iirc there’s a problem with links having changed from one Sony domain to another. IDK. I never use Windows, and with Linux it’s all possible without Emma.
