I was checking out the license for sailfishos. Under the country, only EU is available. Can I just select a random location and just purchase the software to use? Since it is just a software, it doesn’t matter right? I should be able to purchase it and flash it on my Xperia.

Yes you can.
I’d recommend trying out the Free version first to make sure, and later purchase a licensed version (and/or voluntary subscription).
IANAL, but the restrictions on EU are mainly for legal reasons - you likely have no warranty etc. claims against Jolla from elsewhere.
Note that 4G telephony (VoLTE) is a huge mess, and may or may not work in your country, with or without SFOS, with your network provider or others.
