If you have more than 35 apps in a folder, they visually overflow the bottom edge of the folder.
Have a lot of apps installed, with more than 30 in the same folder.
The apps don’t overflow.
The apps overflow.
Only visually somehow? And folder not screen? So they are accessible?
Or “physically” - e.g. that folders are not scrollable?
Once the folder reaches seven rows, its gets a sharp visual cutoff at the bottom, identical to the one that divides the title and contents of the folder, so that the bottom of the screen is still clear of apps, letting you go back out of the folder. But the icons and text have a lower cutoff, making them overflow the border of the folder. I just tested and it looks like you can actually tap that eight row if you scroll up just a tiny bit to make it visible.

So it sort of seems to be intentional?

I’m on a Jolla C2 and OS 5.1, not a Jolla Phone 2 and OS 5.2, but I imagine this hasn’t changed much between the versions.
It would probably look a bit prettier if the applications didn’t visually cut off in the middle of the bottom gray area, but instead either cut off where the gray and black meet, were visible behind the entire gray area, or at least faded through a gradient.
I think I figured out the problem! I just noticed that the reason those icons visually overflow is because they’re all, even the top row, shifted downwards to accommodate for the display cutout. That’s why I never experienced it on the Xperia 10 II, which doesn’t have a cutout, but why it apparently also presents itself on the C2, which does have a cutout. Although even so, it looks like the distance between each row in a folder increases ever so slightly per new row, which doesn’t sound like it would be caused by the cutout.
It would be nice for the app launcher to have some updates to it, like grouping apps under a header, or even on different swipeable pages. The folder + number icon is very basic in this day and age, I think.
Taking advantage of a slight off-topic here: the folder creation isn’t intuitive Swiping an icon on top of another works well, but isn’t discoverable. Even knowing it was possible, I had trouble finding how: long tap, double tap, pulley menu? I think I found the swiping thing by chance.
Isn’t this the exact same way it is done on Android and iOS?
So new SFOS users complain that things don’t work the same way as on Android or iOS, and old users complain that it’s hard to discover functionalities that work the exact same way on all three operating systems, except by accident 
As my first smartphone was the XA2 I flashed with SFOS, I don’t know much about Jolla’s competitors.
I did purchase an Android tablet for the bank app and the compulsory government thing (which for the latter I later figured works well with AppSupport). I did not know app folders even existed on Android.
Based on my experience helping my parents set up their Android phones, I remember dragging one icon on top of another.
I can’t say if it works like this on iOS, but I assume it does.

For the actual issue (I’m not in a position to hit that limit): I would suggest to install the Launcher Combined Patch and fiddle with the icon per row/column setting.
I increased the 5 icons per column on the JP2 to 6 (and the 4 on X10iii to 5). Not a definite solution but maybe a viable workaround.
Folder creation on iOS work similarly to Sailfish OS, drag an application icon over another to group them or onto a folder icon to place it in that folder.
Application grouping and ordering on Android is dependent on the launcher used, and as such may differ between OEMs as they often use their own launcher, and each user can also install third-party launchers and use that instead of whatever the OEM provides - some launchers don’t support folders at all, some require you to first create the folder and then choose which application icons to show in that folder, while others behave like iOS and Sailfish OS in that regard.
